You can choose to let users request a Gemini for Google Workspace license. Super admins receive an email when a request is submitted and can choose whether to purchase a license in the Admin console.
Note: Gemini upgrade requests are available only to Google Workspace customers with 300 or fewer users and a billing address in the US or India.
This setting is enabled by default. However, you can disable user requests for Gemini:

Sign in to your Google Admin console.
Sign in using an account with super administrator privileges (does not end in @gmail.com).

In the Admin console, go to Menu
Generative AI > Gemini for Workspace.
- Click User-requested upgrades, and then uncheck Allow users to request Gemini licenses.
- Click Save.
