You can't, but you do have two options to accomplish the same outcome.  Option #1 is best in your situation of compromised email.   ;-)

  1. move your Google number to a new Google Voice account under the gmail you want to use with Google Voice (your old voicemail, logs and call data will remain on the original account where you can continue to access them)

O R

  1. continue using your current account and... 
  2. use your current Gmail to forward your Google notifications to one or more other email accounts

You can forward to multiple email addresses with only a little extra effort.

You can set up automatic forwarding of Google Voice notifications from the Google Voice account Gmail to as many other email addresses as you'd like, using Gmail Filters.

Allow the various e-mail notifications to go to one e-mail account (as they are now) but create a filter in this email account to find voicemail and text notifications (look for <voice-noreply@google.com> as the voicemail notification "from:" account and "subject: new missed call from" and and "subject: new voicemail from") and forward those notifications to any other email account(s) desired. In the filter, you can assign an Inbox "label" to these voicemail notifications to easily distinguish them from other notifications from your Google number, then if desired, you can delete the notifications after the filter forwards them to another e-email address.

It would be very easy for you to create a Gmail filter (in the Gmail account affiliated with the Google Voice account) to have Gmail forward these notifications to another Gmail address, then you will receive the e-mail notifications in both Gmail accounts. A filter to forward a copy to you is easy to create, even if you've never created a Gmail filter before.

In your filter, you are looking for e-mail "From:"  voice-...@google.com

    You can, provided you make one teensy, weency little change in Google Voice  Settings.

    Open Google Voice  ⚙ Settings using a computer, scroll down to Calls > then use the slide switches to disable Always use my phone to place Calls.  You'll be able to use the Google Voice onscreen dial pad to make and receive calls without your long-gone carrier telephone.

    You can't expect to recover any Google number unless you first recover the Google Voice account.  Creating a new Google Voice account with the exact same email address/name is not the same as recovering the original account.

    There is a complicated account recovery procedure and not everybody is successful.  How quickly you attempt account recovery after deletion is of major importance.

    Before continuing, did you successfully recover your basic account (except the Google number)?

    Deleting a Google number from a Google Voice account is not necessarily correct to do.  Deleted numbers usually are banished into a traditional telco ninety day cooling off period
    before they are eligible to be reassigned.

    ✦ Reclaim the deleted Google number then return here so we can figure out how best to get it back to your original account.

    That refers to enabling your Google Voice number to be ported away from Google's carrier to be hosted by a carrier of your choice.

    Unlocking your Google Number (log into your Google Voice account)

    1. On your computer, open Google Voice.
    2. At the top right, click Settings Settings.
    3. Go to the “Account” section.
    4. Under the Google Voice number you wish to port out, click Unlock.
    5. Complete the payment with your Google Account.
    6. Ask your carrier to port your number to their service.
    7. If successful, at the bottom left, it displays “Number unlocked.”

    No.

    Previous Caller ID identification should automatically be removed when a number changes carriers.  The problem is that many carriers attempt to save money by maintaining their own unauthorized copies of official Caller ID data bases.  The receiving carrier of your call uses an out-of-date, unauthorized copy of an official Caller ID data base. 

    The receiver of your call has to open a problem complaint with their carrier.

    Google does not make any provision to port any Google number from a suspended account, even if you ported that number in to Google originally.

    Your next step would be to make a formal consumer complaint with the FCC.

    You forfeited your Google account and number and have to start over from scratch to get a new account and number.  There's no guarantee you'll get your number again, so you should select any other available number offered by Google.

    Your forfeited number might not be available.  Someone else could have claimed it after you forfeited it.

    Select a new number to replace it if you don't find your former number in Google's list of available numbers, or port a cell number into your Google Voice account to become your new Google number..

    When Google takes your underused number due to "inactivity", you have 45 days to reclaim your former number, without "penalty" (meaning, you can reclaim it using the same cell phone number you used when you created your account originally).

    If you miss the 45 day deadline, you might be lucky enough to find your former number on Google's list of available Google numbers (after a significantly longer wait of an additional 45, 90 days or longer), but realize you're in competition with with other users seeking a Google number, you'd have no priority over those other users seeking Google number, and you couldn't use the same cell phone number you used when you created your Google Voice account originally.

    Nobody can predict when it could be returned to the "available Google numbers" list.

    Realistically, you might want to just select any new Google Voice number to save yourself a potential long wait and a lot of trouble.

    In the Google Voice free consumer version  Settings did you enable Call forwarding for your linked telephone(s)?  (this will not work if you're using the paid Google Workspace business account, they do it a different way)

    You can't set an automated schedule with Google Voice consumer (free) version but you can manually enable Do Not Disturb...

    (scroll down to:  "Send calls to voicemail temporarily")
    Zanzibar correctly suggests "To place calls, you can...call your Google Voice number and place the call from the interactive menu."

    Many Google Voice users aren't aware how to do that, and aren't aware that it can be done from any telephone (even if not linked to your own Google Voice account).  The instructions may at first seem complicated, but they are easy if you review them, first.

    Try making a call the following way:

    1.  Dial your own Google number from a linked phone (or actually, from any phone, see  2.  below)

    ✦ interrupt your voicemail greeting (if necessary press the asterisk key *)

    ✦ respond to prompts (PIN, and any others)

    ✦ press [ 2 ] to place a call, enter a ten digit phone number, followed by the pound key #

    2.  How to use any telephone, including dumb POTS telephones, to make outgoing Google Voice calls without using your computer and without using smart phone apps.

    ✦ dial your Google number using any US telephone.  You can use any unlinked landline telephone.
    ✦ interrupt your Google voicemail greeting by pressing the asterisk key [ * ] during the greeting message (IMPORTANT: before the🗦BEEP🗧signaling voicemail recording has started)
    ✦ when challenged, enter your Google Voice voicemail PIN (if necessary, first create your PIN)
    ✦ if challenged, enter the telephone number of one of your Google Voice linked telephones, your already linked telephone, then, when you reach the Google Voice audio menu, press [ 2 ] to make a Google Voice outgoing call. Follow the prompts to enter a number (use International dialing format as appropriate), followed by the [ # ] key.
    ✦ listen for "this is a free call" (most US and Canada calls are free using Google Voice)
    How do I get it unflagged?

    Individual carriers have their own protocols to flag offending callers as "spam" so there is no single spot to clear your number of the "spam" description.  

    A good start would be to apply the power of "crowd sourcing" to your advantage by having large numbers of call recipients notify their carriers that calls from (xxx) yyy-zzzz (your Google number) are not "spam".  

    I can not suggest how you might go about doing that.  It is not Google's responsibility so you can't expect their assistance.

    Log onto your Google Voice account using your computer to open your messages log.  You can mark individual messages as spam, block or archive, using the vertical ellipsis to select an action. Unfortunately, there is no option to mark as "unread" or "unopened".                                           .

    Google Voice is free for our benefit, they're losing money with every Google Voice user.  Users pay only for some actual services, such as international calling, unlocking a number to port out, and porting in cell telephone numbers.

    So please escalate my suggestion and stop treating me like an idiot

    Sorry, not everybody qualifies.

    Google offers the service with conditions.  Accept the conditions or you can't enjoy the free service.

    It's Google's business model for this service and it's Google's policy.

    If Cellular carriers can port a VOIP number, Google should be able to figure it out

    As Red Leatherman mentioned, Google Voice policy is:  porting in is from cell carriers only.

    You have a second strike against you...

    Google Voice policy only allows ports in from users residing in the conterminous US.

    Can you have more than one Google number

    You can have a maximum of two Google numbers attached to one Gmail account, but it is difficult to determine which Google number dialed to your account on a per call basis.  Additionally, all voicemail messages go to the same voicemail file with no indication which of your two Google numbers was dialed.

    To get a second Google number, you must port in a current cell number to your Google Voice account, then select an option to keep your original Google number past the 90 day new number limit.
