Assign Voice licenses to users
Before you assign phone numbers to people in your organization, they need a license for Google Voice. Licensing is user-based.
Choose how to assign Voice licenses
After you assign Google Voice licenses to users, they appear on the Google Voice Users page.
Assign licenses to individual users

Sign in to your Google Admin console.
Sign in using your administrator account (does not end in @gmail.com).

From the Admin console Home page, go to Billing.
- Next to Google Voice, click Actions
Manage Licenses.
- On the Unassigned users tab, check the box next to each user you want to assign a license.
- Next to Assign, click the Down arrow
and select Google Voice.
- Click Assign License.
The assigned users move to the Assigned users tab.
Assign licenses to all users in a CSV file
Before you begin: Create a CSV (comma-separated values) file with the full email address of each user you want to assign a license. Add one address per line.

Sign in to your Google Admin console.
Sign in using your administrator account (does not end in @gmail.com).

From the Admin console Home page, go to Billing.
- Next to Google Voice, click Actions
Manage Licenses.
- On the Manage licenses tab, next to Assign bulk licenses to users, click Choose File.
- Select the file and click Upload.

From the Admin console Home page, go to Billing.
- Next to Google Voice, click Actions
Manage Licenses.
- On the Unassigned users tab, at the top, click Org.
- On the left, select the organization you want to assign licenses to. You can also search for an organization in the search field.
The Org screen shows how many users in the organization have and don't have licenses.
- Next to Assign, click the Down arrow
and select Google Voice.
- Click Assign License.
Assigning licenses to an organization only gives users in that organization a license. Users in suborganizations aren't assigned a license.
