In-stream video creatives in Ad Manager are known as creative sets. Three types of creative sets are supported: videos, overlays, and redirects. You can traffic creative sets directly from a line item, or independent of a line item, which can later be assigned to a line item.
A single asset in a creative set should play a single creative. To assign different creative variations to a line item, use multiple creative sets.
Add a new in-stream video creative from a line item
Sign in to Google Ad Manager.
Click Delivery Line items.
Open your video line item. Creative sets only apply to video line item types, so you won't see them for display line items. You can click Video in the "Line items" menu to see only video line items.

To add a video creative independent of a line item, click Delivery Creatives Creative sets New creative set and choose Video VAST.
The video creative type allows you to traffic pre-rolls, mid-rolls, or post-rolls. They can either be hosted by Ad Manager or externally. Publishers enabled for cross-sell with YouTube can traffic YouTube-hosted videos.

Upload a supported media file to Ad Manager to transcode it into all available formats and sizes.

When a video ad serves to a player that uses the IMA SDK, the bitrate used is based on the quality of the viewer's network connection. If a particular bitrate is desired, you can specify it in the IMA SDK settings.
The overlay creative type is an image ad that covers part of the video content as it plays. You can either upload an image file to Ad Manager or use a remote image. You can optionally configure duration, scale, and third-party tracking URLs.
The redirect creative type is a third-party hosted ad that can contain one or more video ads and/or overlay ads. Redirect creative types require advertiser-provided VAST tags. Because the VAST tags aren't hosted by Ad Manager, reporting is not available for companion creatives for this creative type.
The duration field is required for redirects with standard or optimized pods. It is not automatically updated if the creative duration changes.
If you use Campaign Manager, you can enter in-stream
pfadx tags as the VAST tag URL.
Once you've added a creative set to a video line item, you can reuse the creative in other line items.
Optional settings for in-stream video creatives
Skippable (available for video creative types): If enabled, the user can skip the video ad after 5 seconds. If you're using VAST 3 or 4, the network-level skip time can be changed in the "Skippable skip time" setting in the "Video" section of the "Admin" tab.
Skippable tracking (available for redirect creative types): If enabled, and a skippable ad is returned from the VAST redirect, Ad Manager allows VAST skippable tracking on the line item and creative. If disabled, and a skippable ad is returned, Ad Manager does not allow VAST skippable tracking.
This setting does not force a VAST redirect to be skippable. The skip time of a redirect creative cannot be controlled by Ad Manager.

Custom parameters: These appear in the VAST
AdParameters field and are used by the SDK.
