Google Assistant not working--"oops, I can't do that right now"

Since updating my Polar M600 to AW 2.0, there  have been bugs and hiccups, but I am able to work through and around, BUT for Google Assistant.  It takes my question, but then pops up "oops, I can't do that right now".  My smartphone is a galaxy S6.  I have  rebooted and reset multiple times.  My phone does see and read my watch.  The wifi on my watch is set to auto.  My Google Assistant on my phone works fine.  Also, I have tried multiple combinations of turning my phone bluetooth / wifi on and off;  I have tried turning my watch airplane mode on and off; I have tried turning the watch wifi on and off.  I have updated all apps.  I have cleared cache.  I am at a loss.
Can anyone  help?

On the watch:
Do not set up the watch yet.

On the phone:
In Android Wear use the Disconnect... option.
In Android Wear, use SettingsDevice settings and touch the watch name, Touch UNPAIR WATCH.
SettingsBluetooth. If you still see the watch, touch Forget... the watch so it no longer appears in the list of paired devices.
SettingsDeviceApps, select Google Play Services, StorageClear cache and Clear dataUninstall updates.
SettingsDeviceApps, select Google AppStorage, Clear cache and Clear data. Also Uninstall updates.
SettingsDeviceApps, select Android WearStorageClear cache and Clear data. Also Uninstall updates.
Play StoreAppsMy apps, touch the Update all button.

Let all updates complete. This may take several hours. The best thing to do is to put your phone on its charger overnight, with the phone having a steady WiFi Internet connection. Double check the next morning by going to My Apps again.
Reboot.

Now set up the watch as if you had just unboxed it. Do NOT try to pair the watch manually, let the AW setup process do it for you.

Let all updates complete. This may take an hour or so. If your watch is one or more major releases behind it may take several hours. The best thing to do is to put your watch on its charger next to your phone on its charger, with the phone having a steady WiFi Internet connection.

Reboot watch and phone.

Joe, I tried twice, but still same problem.  Reinstall, reboot, from scratch, and still same problem.  Thanks, and if you have any other suggestion, I would appreciate it.

Hello, do you have Restrict app background data enabled on your phone?

On your Phone please navigate to:

Settings --> Data Usage --> Google App -->  Settings --> Data Usage --> Google App --> scroll down and make sure confirm Restrict App Background Data is turned OFF. If ON, try turning it off and resync apps to the watch.

To resync to the watch: open the Android Wear app on your phone -->Settings --> Select watch -->tap on Resync apps
