Google provides translated versions of the Advertising Policies Help Center, though they're not meant to change the content of the policies. The Google Ads policy on healthcare will change in January 2017. The policy will allow promotion of clinical trial recruitment in accordance with the local laws in New Zealand. After the new policy goes into effect, the policy description will be updated to reflect this change.
