Hi Lauren Finn, welcome to the free, consumer version of Google Voice (a telephony product) community forum!
I understand you'd like to transfer your Google Voice number from one Gmail account to another.
You'll need to make sure you've accepted the Google Voice Terms of Service on the "transfer-to" account, prior to transferring your number. You can do this by starting the Google Voice sign-up process on the destination account, and closing the window after you've accepted the ToS, but before you actually go through the process to choose a number.
Here is the web page which explains how to do this (See Option 3):
If you’d like to transfer your Google Voice account, here are some things to keep in mind:
- You can only transfer your Google Voice number. You can’t transfer your account data, which includes your settings, voicemail, call history, text messages, and forwarding phones. If you’d like to export all of your data from your account, you can use Google Takeout to save your data.
- You can’t transfer your Google Voice number to another Google account that already has a Google Voice number.
- When you transfer your Google Voice number, you need to set up a forwarding phone because it won’t be transferred from your previous account. Learn more about how to set up a forwarding phone.
To transfer to another Google Account (ends in @gmail.com)
- On your computer, open Google Voice.
- At the top left, click Menu
Legacy Google Voice. Google Voice will look different, but you're in the right place.
- At the top right, click Settings
Settings.
- Click the "Phones" tab.
- Next to your Google Voice number, click Transfer. Then, follow the onscreen instructions.
If the Transfer option is inactive, it's because the destination account hasn't accepted the Terms of Service:- Go to the destination account.
- At the welcome message, click Continue. Don't do anything else.
- Go back to the transfer screen for the original account, then click Transfer.
- After the transfer finishes, set up a linked number in the new Google Voice account.
Please note:
What you can't transfer
- A Google Voice number to a G Suite account from your work or school, or from a G Suite account to any other Google Account.
- A second Google Voice number to a Google Account that already has a Google Voice number.
- A Google Voice number to a Google Account that hasn't accepted the Google Terms of Service.
- A Google Voice number that is used with Google Fi or used with Google Fiber.
- Your account information, including your settings, voicemail, call history, text messages, and linked numbers. To export all your information, learn how to download your data. There's no process to import your account information into another Google Voice account; you must view it locally.
Hope this answers your question.

Hi Lauren Finn,
Please post screenshots where you are getting stuck. Mask out all but the last four digits of any phone numbers, and any other personal information. Use the paperclip icon under the text entry field here to post your screenshots. You should save your screenshots as either JPG or PNG format.
I hope this answers your question!
