Reasons why the issue is happening
For one or more of your products, you’ve submitted a landing page (via the mobile link [mobile_link]
attribute) that can’t be accessed by Google and may also not be accessible to Google users. The landing page cannot be crawled by Google because robots.txt forbids Google's crawler to download the landing page when crawling with a mobile user-agent. When the landing page linked to your ad or listing is unavailable, users have a bad experience, leading to a bad return on your ad spend. So, we disable your products with unavailable landing pages. Ads and listings for these products have been disabled for mobile devices until Google can successfully access the landing page.
We routinely crawl your landing pages to ensure that they work properly.

How to fix the issue
To resolve this issue, identify and fix the error to make sure your landing page is accessible from any device (including mobile devices), location, or browser. You can test your current configuration with the URL Inspection Tool. Make sure to select “Smartphone” as the type of fetch.
Fix products one by one directly in Merchant Center
Go to Products in Merchant Center, then select the Needs attention tab.
Use the filter icon
above the table to find all products affected by your issue.
Click on the title of the product you want to fix, then click Edit product.
Update your product page link to a URL that can be accessed by Google.
Select Save.
Fix multiple products at once
Go to Products in Merchant Center, then select the Needs attention tab.
Use the filter icon
above the table to find all products affected by your issue.
Select the Download icon
to download a list (.csv) of all affected products for all issues or this particular issue.
Cross reference the downloaded list with your uploaded product data, and ensure that for these products the URLs that you’ve submitted using the mobile link
[mobile_link]
attribute lead to valid mobile landing pages.
Reupload your corrected product data to Merchant Center using your chosen upload method.
Next steps
After you’ve fixed the issue, you have the option to ask for a website check to speed up the review and reapproval process. If you choose not to request a website check, an automatic review will still be performed at a later time.
In order to submit a request, your account must have a verified and claimed website.
If Google identifies that the issue still persists during the website check, you will be notified on the "Product details" page under the "Needs attention" tab to fix the issue and resubmit for another check. After a successful check, the issue will no longer be listed on the "Needs attention" tab.
Check that you’ve fixed the issue by making sure it’s no longer listed on the “Needs attention” tab. If you fix these issues, the errors should disappear within a couple of days. This time allows us to verify that we can access the landing pages that are provided, after which the products will start showing up in ads and free listings again. If you want to speed up the process you can increase Google's crawl rate.
Ensure that every time you upload a new product, you include a landing page that can be accessed by anyone.
