If you have access to the GMB dashboard you can make these changes by navigating to the Info section and clicking in the category section (below the business name).

unfortunately there are few listings where it doesn't help to do it as you advised and such users can't change the primary category on their own means and not even through their GMB dashboard.
In such cases the matter needs to be escalated to Google.
But I'm hesitating to help the user here for two reasons:
1# I also suffer a "vague grasp of the English language" - therefore feel solidarity with the one Googler giving the user any unknown response
2# the user is complaining about a category of a listing we got NOTHINGS detailed by him about it - so we can't even do what we normally do in cases like this:
escalating the issue to Google

I have learned after almost two years here to start with the most basic steps and see if the person comes back with more information if they need further help. Many times they don't.

We have been having this issue for over 90 days now, with dozens of calls to Google. They said their engineers are working on the problem, for months now, but nothing is getting fixed and our business is suffering.

My problem is the same and is costing me business and at the moment I cannot afford to loose business.
My business is All Shine Cleaning Services in North Bergen NJ 07047
It is listing as Commercial Cleaning
I try to change to House cleaning service or add a secondary category as house cleaning service but it is not working. Google reverts it to Commercial cleaning services and scratch out the House cleaning. Please please help. This is the only way I ca advertise at the moment and most clients comes from there. But they pass by me cos of the wrong category.
