By default, Google may place cookie matching tags in the creative to buyers that have not won the impression. This behaviour is disabled when non-personalised ads or restricted data processing is requested, either via the account-level setting (GDPR, CPRA) or the publisher tag (non-personalised ads, restricted data processing).
