Roughly half of youtube videos give "An error occurred, please try again later" on multiple devices

I've been experiencing this issue for a few days now where I get the "An error has occurred, please try again later" when trying to view Youtube videos. The error is consistent per video, but the videos it occurs on are seemingly random (both newly posted and year old videos, not account specific, etc.).
 
I've tried Chrome, Firefox and Opera on multiple computers, cleared the cache on all of them, done fresh installs. I've also tried the mobile app on several devices with no luck.
 
It does appear to be a problem with either my ISP or router, as I'm able to view the videos via my data plan (capped, so not a solution). I've restarted the router several times and tried both Google DNS and OpenDNS with no luck.
 
If this is my ISP's fault, is there any way to work around that? For several months prior to this problem I was experiencing a high degree of HD buffering, after having about two years of flawless HD streaming.

When the videos don't work, is 240 still selectable as a quality but when you select it the video just loads forever, because if so you have the same error as me.

Yes, this is what happens. The error pops up quickly, then switches to 240 quality only and fails to load.

I am having the same problem, updated every thing and still not helping. Your ISP isnt Frontier by any chance?

It is indeed Frontier FIOS. I spent awhile in some circular phone calls this morning about it. One tech jumped to sending me a new router just in case, but another said he'd log my issue and if there were enough complaints about it they'd investigate the problem on their backend structure.
