Is this a legit email from a google webmaster?

I've read the FAQs and searched the help center.

This is Eric from Google, and I work on helping webmasters. The Google webspam team recently discovered that your website was hacked. I know that cleaning up a hacked site can be difficult, so I’m reaching out to see if there is anything I can do to help you with your clean-up efforts. Feel free to let me know what you’ve done so far and anything you might need help with.

Certainly seems legit. From a @google.com email address. Its not asking for passwords, or asking you to open any strange attachments.

  • If a message was correctly DKIM signed, a 'signed-by' header with the sending domain will appear.
  • If a message was SPF authenticated, a 'mailed-by' header with the domain name will appear.
  • If no authentication information exists, there will be no signed-by or mailed-by headers

It is a bit puzzling, if it would be true the forum would be full of people with hacked sites mentioning this email, and the scale, the very large number of sites, would make it impossible for one person, or a relatively small team, to deal personally with all sites.
There is a clear way for people to request automatic scan and diagnostic of hacked sites from Webmaster Tools.
Just out if curiosity, how are you supposed to reply to that email?

This email was sent by me. I've been sending emails to people whose site has been compromised to give them more guidance about how to fix their site and understand how we can improve how we help webmasters. Feel free to respond directly to that email to contact me. If you're more comfortable in the forums, I along with the other superb contributors in the help forums can help you work through any problems you might have on your site in here.

What about those whose site has not been compromised, but where some Google services, like Chrome, show warnings? For example, small software companies (like myself) have sites that Webmaster Tools do not report as hacked, host no malware, have the Webmaster Tools report everything okay for their site, sign their software downloads, yet have Chrome show warnings for a software installer that it "could possibly be dangerous".  There seems nothing else an individual / company can do after correct site setup, authentication, and digital signature, but support questions here go unanswered (there are many.)  It strongly impacts on a professional level.

Is there any way you or someone else can assist those in this situation please?  It would certainly help webmasters greatly to be able to resolve these kinds of situations.
