If you purchased Google Workspace from a third party, we are not able to upgrade your account to Google Workspace for Nonprofits. Google for Nonprofits can only upgrade you to Google Workspace for Nonprofits if you signed up for Google Workspace directly from Google, not through a Google partner (reseller).
You can transfer your Google Workspace account management from the reseller directly to Google. In order to do so, please contact your reseller to evaluate your options.
If you’re not sure who your reseller is, you can find out in your Admin console following the steps here, under “Identify your reseller”.

Once you are separated from your reseller, activate Google Workspace for Nonprofits again.
