For those still having problems with this then please see this Link and see the PDF page 13. The documents does refer to organization accounts but for the phone verification the same information applies.
If you have tried to validate your number with both the sms and the voice options and you still can't get it to work for you then you will need to contact support.

The issue has been resolved for most of the developers and they are able to register!
It'll be resolved fully in a couple of days.
Feel free to share more examples with screenshots (if possible) on this thread if you are still experiencing this.

First check this page: https://support.google.com/googleplay/android-developer/answer/10841920 and make sure your number is formatted correctly because that will fix the issue for some people.
For the rest the Play Console team have been made aware of the issue and they are looking into it. We will post more when we know more.
Update 18th April: Although the problem had been resolved and should work for many it does seem that a few people still have the issue. Google are aware of this and are looking into it.

One thing to check is that you have entered the number in the correct format. Also if you are trying the SMS method have you tried the voice method?
Sometimes it is just a network fault and if you try again later it will work.

This morning the "verification" button was gone only for the phone field. So it was posible to Create new Developer account without the validation. The button was missing even when you sign in the Play Console. Few minutes after that the button appeared again and the verification was working. So it was not so hard after all...
