We can't help with the payment related issues/suspension here in this community especially the suspension related to suspicious payment activity. Only google review team have the access to check the account/payment history. Also, they can only check that how a payment method or account is used in past.
Generally, based on my personal experience suspicious behavior in payment activity OR your billing information can't be verified is a result of any one or combination of below points:
1.) When you are using a card, which Google can't verify/accept.
2.) Your card is already linked to another suspended/active Google Ads account. (You have more than one account)
3.) You are using any prepaid card OR One-time card OR any virtual card OR card generated form any website and not the physical card OR card not issued by a bank.
4.) You are using someone else card (Billing Name or Card Holder Name name doesn't match), which Google thinks stolen OR can't relate to your account OR the card is already linked to any another google account.
5.) You are using a card outside your base location or country/city and your bank blocked the transaction because of suspicious activity on your card. Make sure of this, with your bank.
6.) Currency selected in your account is different than your card basic currency.
If you think that your case is none of the above, then you have the only option to fill the appeal form and explain your situation in detail.
Before filling the appeal form, it is better if you can add some alternative payment option/method as a backup payment option. Maybe the system is facing difficulty to verify/accept previous payment method.
Please clearly mention your situation in the last column in appeal form. Also, try to explain what card you are using and why you feel this is correct payment method.
You can also attached some proof to verify the billing address associated with the billing method (like bank statement or credit card statement showing your address)

Thanks Sunil for the checklist below. What do we do if we've gone through the list and are certain that our situation doesn't aply to any of these, and we've tried to fill out the appeal form?

I'm a sole proprietor musician and music coach and have also received the "suspicious payments" suspension... after less than half a year and about $38 of ad spending, on a perfectly good debit VISA card that hasn't had issues with other services.
It's frustrating to say the least to be so blocked out of one of the only options available to me to reach new listeners. Feels like it discriminates against self-employed people who are doing their bestest to manage all this stuff. :/

You must have received a email.
Click the appeal link in that email and provide the ID & Address proof in the appeal form and as much as explanation as you can provide.
Make sure your account name and address matches with the card holder name and address.
