OOO Google (Google Russia) filed for bankruptcy in Russia in June 2022 and is no longer operating. On 18 October 2023, the bankruptcy court announced the start of the liquidation phase of Google Russia’s bankruptcy proceedings. During this phase, a court-appointed liquidator will manage Google Russia and its liquidation.
These insolvency proceedings are governed by the Insolvency Law of the Russian Federation. More information about these proceedings is available on the court’s website (link) and the official bankruptcy register (link).
When setting up your payment information for Google Ads, there are 2 things to keep in mind: Your payment setting and your payment method.
Payment setting: how you pay
This is how you make your payments. When you signup for a new Google Ads account, depending on the choices you make around country and currency as well as the payment method, your payment setting options are:
- Automatic payments: You're automatically charged after your ads run, either on the first day of each month or when you reach a preset amount (known as your threshold), whichever comes first. You can also make payments at any time to control your costs. Note: Google no longer accepts prepaid cards for automatic payments.
- Manual payments: Pay when you want for future costs. With this setting, you make a payment before your ads run. Then, as your ads run and you accrue costs, the credit from your payment will decrease. When your payment is depleted, your ads will stop running.
You may switch the payment setting for your account between Automatic to Manual payments, and vice versa, in your account’s Billing Settings. To change your payment setting:
- In your Google Ads account, click the the Billing icon .
- Click Settings.
- Open the “How you pay” section, then click to open “Alternative payment options” to view other options available to you.
- Follow the steps in the pop-up window to confirm the change.
If you have more than one Google Ads account, this feature might not be available in all your accounts.
Monthly invoicing (credit line)(available to eligible customers contracting with Google Ireland): Some businesses are eligible for a Google credit line if they meet certain requirements. With this setting, you accrue costs first, then receive a monthly invoice. You pay for these costs with a cheque or bank transfer. Payment method: what you pay with
This is what you use to pay your bills, such as credit or debit card. The choices available to you will depend on your country (that is, the country of your business address) and the currency you've selected for your Google Ads account. See your payment options.
Your VAT information
All Google advertisers that pay by bank transfer and have a Ukraine billing address are subject to Value Added Tax (VAT) charges at the current Ukrainian rate of 20%, as required by Ukrainian legislation.
If your account is served by Google Ukraine, according to tax regulations in Ukraine, when you’re buying goods or services from a company operating under the general tax regime, you pay VAT included in the prices of the product or service. Since "Google Ukraine" is operating under the general tax regime, you’ll also pay VAT for Google Ads.
If your account is served by Google Ireland and you pay by credit card, Google will charge 20% VAT for Personal tax status customers as well as Individual entrepreneur tax status customers whose “VAT registration status” is set to “Not registered”.

Your VAT information
Google Ads accounts with European Union (EU) business addresses are subject to Value Added Tax (VAT). Here's a few things you'll need to know, but reach out to your local tax authority for more information:
- VAT won't be charged to your Google Ads account. But you're still be responsible for self-assessing and paying VAT at your EU Member State's local rate.
- If your business address is located in Ireland, you'll be charged VAT at the current Irish rate.

Your VAT information
Value Added Tax (VAT) is a 5% tax on goods and services that is paid to the Taiwanese tax authority. Google will issue you a GUI (Government Uniform Invoice) each time you make a payment if you're on the manual payments setting, or each time you receive a monthly invoice with a taxable amount due if you have a credit line. The exception is that if your payment method is credit card (on either automatic or manual payment settings), you won't be charged VAT, and Google will not issue you a GUI.
