Hi Sabrina,
The issue could be severe and not something we can really assist with here. Any steps we could suggest could be circumvented by something unknown and so it is moot, sadly.
Realize that you may need to destroy the device, SIM card, Google Account, modem, router, charging cords, plugs, accessories, mouse, keyboard... and more. Anything could be part of the spy tools involved. And the source of those current items could be part of it all, too. So buy replacements from credible and proper sources.
While you work through it all, please use this information (<--Click it) to raise the security of your Google Account. It covers everything really well. Look over all of the links throughout the page, too. Lots of important stuff to explore.
