By default, Google may place cookie matching tags in the creative to buyers that have not won the impression. This behavior is disabled when non-personalized ads or restricted data processing is requested, either via the account-level setting (GDPR, CPRA) or the publisher tag (non-personalized ads, restricted data processing).
