The User messages report shows data related to the way users interact with the messages you display in your sites or apps. The metrics available in the report can help you understand which messages are reaching users and how those users are interacting with your messages.
There are two ways to access your User messages report:
- Click Reporting
Reports
New report, then change the Report type to "User messages."
- Click Privacy & messaging
GDPR, then click the View reports link on the metrics card.
This article describes the following metrics and dimensions:
GDPR user message reporting metrics
Metrics
These metrics are available for the Ad Manager User messages report. Data associated with these metrics begins to accumulate when they are first enabled in your Ad Manager account and they won't contain any data for previous dates.
- EEA & UK traffic rate
Rate of traffic from the EEA (European Economic Area) and the UK. This represents the portion of your site's or app's traffic that was eligible for GDPR messaging. - GDPR consent rate
Rate of pageviews where users chose the PA (personalized ads) option on the GDPR message. Includes pageviews where users consented to all options in a custom consent message. Excludes pageviews that resulted in no decision. - GDPR custom consent rate
Rate of pageviews where users chose a custom consent option on the EU consent/GDPR message. Excludes pageviews where users consented to all or none of the options and pageviews that resulted in no decision.
- GDPR messages shown
Pageviews where the EU consent message was shown to users. - GDPR no consent rate
Rate of pageviews where users chose the "Do not consent" option on the EU consent/GDPR message. Includes pageviews from custom consent messages. Excludes pageviews that resulted in no decision.
- GDPR NPA rate
Rate of pageviews where users chose the NPA (non-personalized ads) option in the EU consent/GDPR message, or dismissed the message. Excludes pageviews that resulted in no decision.
CPRA user message reporting metrics
Metrics
These metrics are available to report on CPRA messages using the Ad Manager User messages report. Data associated with these metrics begins to accumulate when they are first enabled in your Ad Manager account and they won't contain any data for previous dates.
- California traffic rate
Rate of pageviews eligible for California Privacy Rights Act (CPRA). - CPRA opt-out rate
Rate at which users subject to the California Privacy Rights Act (CPRA) were shown a CPRA message and chose to opt out.
Calculated as
(CPRA opt-outs )/(CPRA messages shown)
IDFA user message reporting metrics
These metrics are available to report on IDFA explainer messages using the Ad Manager User messages report. Data associated with these metrics begins to accumulate when they are first enabled in your Ad Manager account and they won't contain any data for previous dates.
- IDFA explainers shown
Number of times IDFA explainer messages displayed to users. - IDFA trigger ATT alert
Number of times users chose the "Continue" option on an IDFA message. - IDFA no decision
Number of times users were presented with an IDFA message and chose to leave the app without selecting an option. - IDFA IAB messages shown
Number of times a GDPR message was shown immediately before the iOS ATT alert. - IDFA ATT alerts shown
Number of times the iOS ATT alert was shown after being triggered by an IDFA message. - IDFA ATT alerts not shown
Number of times the iOS ATT alert was not shown because the user had already declined the alert (includes current pageview decline). - IDFA ATT consent
Number of times users consented to the iOS ATT alert after it was triggered by an IDFA message. - IDFA ATT decline consent
Number of times users did not consent to the iOS ATT alert after it was triggered from an IDFA message. - IDFA ATT consent rate
The rate at which users consented to the iOS ATT alert after it was triggered from an IDFA message. Calculated as the IDFA ATT consent metric divided by the total number of times the ATT alert was shown and any option was selected.
- IDFA ATT decline rate
The rate at which users declined to consent to the iOS ATT alert after it was triggered from an IDFA message. Calculated as the IDFA ATT decline consent metric divided by the total number of times the ATT alert was shown and any option was selected.
Ad blocking recovery user message reporting metrics

These metrics are available to report on ad blocking recovery messages using the Ad Manager User messages report. Data associated with these metrics begins to accumulate when they are first enabled in your Ad Manager account and they won't contain any data for previous dates.
- Ad blocking recovery messages shown
The number of pageviews where an ad blocking recovery message was shown to users. - Allow-ads conversion rate
The conversion rate (based on browser cookies) of users that saw the ad blocking recovery message and then chose to allow ads.
Users may have seen the ad blocking recovery message prior to or during the report time frame.

- Extension ad blocking rate
The rate of pageviews where users had ad blocker extensions installed.
(Extension ad blocker pageviews) / (Pageviews)
Note: "Pageviews" used in this calculation includes all device categories by default; however, ad blocking recovery messages are only available for desktop pageviews. To report on the "Extension ad blocking rate" for ad blocking recovery messages, add the following filter to your report: "Device category is any of Desktop" - Allow-ads conversions (cookie-based)
The number of users shown an ad blocking recovery message on a previous visit to your site and later chose to allow ads. Note: The previous visit may have occurred prior to the reporting period.
- Allow-ads pageviews
The number of pageviews generated by users with an ad blocking extension installed who were shown the ad blocking recovery message and later allowed ads.
Compatible dimensions
The new dimensions and metrics available for the User messages report are compatible with the following existing Ad Manager dimensions:
- App names (Beta)
Shows performance by mobile app. - Device category
Shows delivery by device category: Desktop, Feature phone, Smartphone, Tablet, Set-top box (STB), and Connected TV (CTV) device (Beta). - Domain
Shows performance by top domain, such as "example.co.uk". Excludes subdomains. - Operating system
Name of device operating system. Examples: Apple iOS, Android, Macintosh, Microsoft Windows 10 - Country
Country associated to IP address from ad slot request -
Date
Daily breakdown of data. In Ad Manager, the data is shown in an extended format, such as Monday, January 18, 2016. The exported format is more compact, for example M/D/YY.Note: The exported date format is based on the language and/or location associated with the Google account of the person creating the report. In reports created by other users, such as scheduled reports, the exported date format may differ from the format in reports created by you.
- Day of week
Calendar day of the week (e.g., Monday, Tuesday) - Month and year
The related month and year. Example: "October 2019" - Week
Weekly date range, formatted as "M/D/YY - M/D/YY".
