Turn Google Forms on or off for users

If you're an administrator of Google accounts for an organization, you can control who uses Google Forms from their account. Just turn Forms on or off for those people in your Admin console.

Users who have Forms turned on can create, edit, and respond to forms. By default, Forms is turned on for all new organizations and for organizations that use Drive. If you turn off Forms, your users can’t access or respond to forms. They get an error message when they try to open a form or the service.
