Jehanzaib Ahmed,
As I understand it, there is no way to approach Google to apply to be a Quality Rater. Google directly contacts some people, and subcontracts others through employment agencies.
Apparently these are very short temporary contracts, not a long-term job. That's done purposely to prevent any one person having too much influence on search results.
I don't think these jobs are posted on https://careers.google.com/. A little official info here: https://support.google.com/websearch/answer/9281931. And read https://static.googleusercontent.com/media/guidelines.raterhub.com/en//searchqualityevaluatorguidelines.pdf because that's Google's guidelines for quality raters.
Suggest you search for more information. I searched for "google quality raters" and found details of salary, experience required, even the recruiting agencies; but because I don't know how correct or up-to-date that information is, I don't want to share the urls here. Also search for "search quality raters".
And frankly, if you can't find it yourself... you're probably not qualified. Follow the clues. Good luck!
