Remove Google Tag Manager code from WordPress site permanently?

Somebody hacked my wordpress site and place his Google tag manager code in its header. He is using my website data to run its ads on google, facebook and other places. I don't have access to his GTM account.

How can I remove GTM account from my all sites once I don't have access to GTM account. As I am owner of the site, I have access to wordpress dashboard and hosting account.

Please tell me if I remove GTM tag from header, will his GTM access to my site be stopped?

Yes, you need remove the code from the header and the body, as there are two parts to it.
