Well, since I got no replies to my issue, I assume ether there is no interest, or my explanation is not understandable. Would like to think it is the later. So here is another attempt to describe my issue:
I upload photos from my desktop PC to Google Photos Cloud
I did both Drag & Drop from PC to Cloud, and used the Upload button in the Cloud site
After upload is complete, I select the invitation to put the photos into an Album
The photos then appear in the selected albums, but do not appear under the PHOTOS button:
All photos uploaded through Jan 31, 2024 display in both their Album and under Photos, but those since then only show in their Album, and not under Photos.
So why do they not display under Photos also?

Thanks for all of your replys. I finally got it installed... in yet another way:
I went to the download page
and clicked Need more
help? (under the "Install" section). That opened a page that has a
"Fix problems with Chrome" section. There I clicked on Fix problems installing Google Chrome. From there, I clicked on Computers with one user account. That opened https://www.google.com/chrome/?system=false&standalone=1 that provides a download that I selected... and it installed
flawlessly.

No idea why I had to go through this maze, but it worked, so guess I should be happy, but can't help to wonder why a company like Google put me through this wringer.

Thanks for your suggestion Chris. Tried uninstalling wusa /uninstall /kb:5034204, but it said "not installed."
Removed the register key, rebooted, and ran the installer. It ran for a little while longer, but still failed to install.
Something to note: My specs say I'm running Win11 v. 22H2, but I have a not in my task bar that says I need to restart my device to complete the update. I Since seeing that note, I have rebooted at least 2 dozen times, but the note is still with me. Perhaps my problem with installing Chrome is there. But have no idea how to satisfy that note.

In a test of 2, photos appear to be working as expected now (they upload to Google Photos, and not to Drive) except when I delete it from my Pictures folder on my desktop, Google Photos sends it to Trash. I thought that was not suppose to happen? Notice on this screen shot that the activities report shows them as synced. I thought they do not sync when only backing up to Google Photos?
Peter: As you suggested, I went to https://photos.google.com/search/_tra_ and sure enough, the photo showed up. But when i open Photos in my account, I do not see it in Photos nor in Trash. But when I do a search for it, it pops up. Where in the world is it located?

Now when I add picture to My Pictures folder on desktop, it shows synced:

but I don't find it in Drive for Desktop, nor Drive in Cloud, nor in Google Photos. Please help with correct settings to have it BACKUP to Google Photos.
Now, in Drive for Desktop, I see a shortcut to My Documents. I assume this is necessary for Drive in Cloud to know what folders to sync. Is that correct? It
appears the other 4 folders, Favorites Bar, HP, Links..., and Bing
come with the Google down load. Can I simply delete these no value
folders? And finally, why is my Desktop folder not included here?
And finally, when I open Google Drive in the cloud, I find a fully populated Pictures folder under Computers > My Computer. I believe all of these pictures were added when i was using Backup & Sync. Now I only wish to Backup pictures. SO can I delete the Pictures folder here?

While signed in to Google Drive Help site (https://support.google.com/drive/#topic=14940), I received the below notice. I know I have a backup phone number, but went back to confirm. Indeed it is displayed in my profile details. So why does Google think I do not have one?
I should note that I set up a 2nd account, but after doing so, decided I didn't want/need it, so I deleted it - and got confirmation that it was deleted. Might something be going on because of that?

Onion - I will try to lay out all details here. Please yell if you believe I left anything out.
In my Google Photos account, I have:
Videos that were uploaded automatically from my Android phone. They are .mp4 format, and they upload properly.Videos that were uploaded from my Windows10 computer that were created with Movie Maker. They are .mp4 format, and they upload properly.Videos that were uploaded from my Windows10 computer that are the problem.These, I transferred from VHS tape to my PC using Diamond One Touch Video Capture, and then did some editing using CyberLink's Power Director12. I saved the files in .mp4 format.To upload to Google Photos, I went to my Google Photos account and opened the "Albums" option. There, I clicked on the "Upload" button and completed the upload.I use FireFox for my browser, but I also tried Chrome and the MicroSoft browser (whatever it's called these days) - Same results with all three.I uploaded 2 of the problem files to MS One Drive - They upload properly.As mentioned earlier, it appears that sometimes, the uploaded file is properly oriented at 1st, but later goes mirror image and upside down.In looking at all of my videos in Google Photos today, I see all properly uploaded prior to July 2018, 12 of which fall into this problem category. From July 2018 to present, there are 16 from this problem category of which 7 are OK and 9 are mirror image and upside down.I appreciate your help on this and sure hope there is an answer out there some place. Great idea! Uploading all 4 to One Drive, but taking a VERY long time... hours. First one complete and look good - no mirror image and right side up. I did notice a big discrepancy in the file size. Google is 407.1MB; MicroSoft is 1.16GB. Is there THAT much difference in Google's "High quality" files vs." Original size"? Other details: Google: 0.4MP, 854X480 size. MS: 4Mbps, 640X480 size.
And guess what: The one file I re-uploaded to Google yesterday that was OK is now upside down and mirror image.
By the way: I did send feedback to Google.

Getting even stranger. I uploaded one of the 4 to a different account. I viewed a short segment of it, and It looked good. But an hour or so later, it was mirror image and upside down again!. I noticed it took a much longer time to upload than when I did the re-uploads in my account, so I thought maybe Google somehow knew they were in the wastebasket, and simply restored them instead of doing an actual upload. So I again deleted them from my account, emptied the wastebasket, and uploaded them again. Two came out OK, 1 was OK at first, but, like in the other account, it changed to mirror image and upside down within a couple of hours, and the last one was mirror image and upside down from the get go. I kid you not! This is weird!
I guess you could say all 36 videos were edited before upload. I'm transferring from VCR tape to digital using Diamond's One Touch Video Capture, and then editing them using CyberLink's Power Director 12 before "Producing" the .MP4 file.
