I have tried all the standard methods and am stumped and very annoyed, especially since Google help does not respond.
Thanks - it is a long-winded method but works.
Under my profile it shows Unrestricted but when I try to watch most videos (only on my PC - phone, tablet and laptop are all fine) I get a black screen saying the content is restricted.  When I look at Settings in the left hand panel, I find that it is set to Restricted and it says this is set by my 'network administrator'.  I have tried on numerous occasions to have this resolved with no success.  I can watch YouTube on Internet Explorer but not Chrome - what's the problem?
There seems to be some risk to the suggested method.  Is it possible to reset Google Photos to having no photos and then synching again - or is that basically what the suggestion does.  If I can't find a satisfactory way of dealing with this I think I'll drop Google Photos altogether.
My problem is that I download photos to my PC for processing and they are promptly uploaded to Google Photos.  I then process the photos and often delete or rename many and find that although the renamed photos find their way to Google, thus duplicating themselves, but any deleted remain in Google Photos.  GP consequently quickly builds up to massive storage for which I have to pay extra - seems inept or unethical to me.
