If the issue you're describe (which in I think all cases is) the same as mine, I would highly recommend contacting Google Support directly.  You can even link them to this thread. The support team knows well what is going on with the phones and has been excellent at offering multiple types of solutions. I now have a Pixel 3XL that does not do this, but I understand that the green screen also flashes onthe XL -- this just maybe a lucky device...
I completely understand everyone's frustration. It happened to me 5 times before I received a device that has worked. It's not you, it's definitely the phone. Keep contacting Google support to get solutions (seems to be replacement).  I wonder if this problem occurs with 3a devices as well or just on 3?
MK,  Well damn :( there goes that theory. Based on my experience, the defect rate has been 4 of 5 devices. Maybe, it's a numbers game at this point to get a device that is defect-free. Alternatively, could ask for a refund?
My Pixel 3 was replaced with a XL and the device has not flickered or turned green (going on three weeks now). Thus far it has performed as expected. Is the strobe / green problem restricted to Pixel 3 and not on XL devices? I don't know. But after receiving four Pixel 3 devices that have all behaved abnormal and now using an XL that behaves fine, I would suggest to ask for an XL device. It is a larger device and takes time to get used too.
I can also confirm Google Support has been fantastic in all cases. I have contacted the support team for this too.
I'm terribly sorry for the late reply. Putting the phone into safe mode did not re-solve the screen strobe problem. I re-started the phone into safe mode and turned the screen brightness to different brightness vales. Anything below approximately 80% full brightness caused the extreme flashing.

I did a reset on the phone right away but it was still there. I did not boot into safe mode. Google is replacing the device. Hopefully #4 will be defect free. But I really wish they would just send me a Pixel 1 :)
