My widevine level has just changed from level 1 to 3 for reasons unknown. I recently bought my pixel 5 and have not modified it in anyway.

Doesn't help but I'm the same boat. Rebooted many times, cleared storage and cache on Netflix but still no luck.

Same issue here. Can anyone in Google help explain why this is happening? I subscribed UHD account and ended up with only SD supported on my Pixel 5. This is a extremely unpleased user experience.

Also stuck with L3 and not on the better L1. Hopefully google can get this resolved without sending in our phones. That's what folks had to do with Oneplus as the DRM'd bits couldn't be handled over the internet to customers directly. Might have been a contact thing to keep it away from hackers.

I also have L3 with Pixel 4XL.
No youtube HDR videos are played correctly, they are dull and auto high brightness mode doesn't turn on automatically. This is broken for months. 

Also videos in Google photos with wide aspect ratio 2.40:1 aren't correctly displayed, they are stretched. Maybe it is somehow related to L3. However in mxplayer it is OK. 

Can you play this video in correct aspect ratio?

Pixel 3a dropped L1 to L3 too. So something went wrong with March or April updates I guess. Netflix SD only 😕

Actually, installed DRM Info app. It said Pixel 3a is actually on L1. While Netflix said L3. Cleared all Netflix cache and data and now it reports L1 again. Not sure if it's helpful somehow. If DRM Info also shows L3 it won't work then.

Same issue, stuck with L3 on my Pixel 4XL since April update and it's not just Netflix, any streaming app that requires Widevine is broken including prime videos and Disney plus. I contacted customer service for the second time who apologized and offered me a £10 play store credit!.

Just skimmed this thread, and I did not see it posted.
I am.courious if any of you tried either the pixel repair tool, or have tried factory reset. I don't have high expectations for either to work, but just throwing the idea out there. 
Wish I could help more, but I am not experiencing this bug on either of my phone's.

I tried a factory rest using Android flash tool...not fixed. I did not try repair tool, but i have a look on it and I think the method are equivalent with the same goal (=clean install of the last offiical build).

Does anyone seem to have poor video quality even on social media apps?  It seems like the past month or 2 since this struck my device, most videos on things like Instagram always look terrible.  Very few seem to come through in HD.  I wonder if apps like those use widevine also for some content.  I just wish Google would break the silence and send out an update to fix this.  And not only that, send an update out as soon as possible!  Do not make us all wait until the first Monday of every month to get security patches in anticipation that it'll fix these bugs.  Just send out the update when it's ready!

After the latest update, i assume that anyone with the issue has tried uninstalling Netflix or the app that you are trying to use, and reinstalled just in case the update didnt auto fix the problem?

Not a Netflix app problem. The problem exists with the drm certified keys. You can test it with drm info app.

Having this issue on a Pixel 4xl. Contacted Google support, which was not helpful. Their recommendation was to follow the support forum for more information. I asked to be directed towards a communication from Google itself, not a "product expert".  Google's response: "Here's a $15 store credit, now go away."

For now if you want to watch Netflix you can use Kodi with netflix plugin that can override widevine level. This is a shame google. This issue is afecting a lot of users and there is no official response.

Just found out that my problem of poor video quality has nothing to do with my WiFi router or internet speed. I've tried to troubleshoot it for the last couple of months, and now I know it's due to Widevine bug. Unfortunately, my warranty expired couple of weeks ago, so Google Fi wouldn't replace the phone. Pixel 4 XL.

Decided to have a chat with Google Support. It's almost one hour in the chat and all they do is switch me from Google Fi to Google Support and back after "reviewing the conversation". I'm on FIFTH agent now. Google Fi doesn't want to deal with it because they know nothing about the issue, and Google Support says that since phone was bought from Google Fi I have to talk to them. So they have been switching me back and forth. I don't really know how to break this cycle, they just switch me.
