Many people (and most notably, me) are unable to add ringtones to their phones.  They follow the instructions, but it still doesn't work.  The below community post has 10 additional posts since the original question was "answered" (not including mine), but there has been no help.

Howdy do
I have always had NO trouble adding ringtones via an app from the Google Play Store. The selected sounds are assigned, or I use the "pencil" icon in the Contacts Section of the Phone App to assign one to a person.
Sideloading does not work for me.
That is pretty much what I said in the ref'd thread.
Putting things into various directory folders does not work for me. 
Pixel 3, Pixel3a, Pixel 2 [first two on Android Q, last one on Android Pie], all use various ringtone apps, without issues.

You can switch your Pixel's phone call / notification ringtones with your personal audio files (e.g., mp3, wav).

To set a custom ringtone:
  1. Go to Settings  > Storage > Explore or Files.
  2. Locate your audio file from the list of folders.
  3. Touch and hold the file, then tap More  > Copy to...
  4. Select Pixel / Pixel XL from the left navigation panel.
    • If you don't see Pixel or Pixel XL, follow these steps: 
      1. Swipe left to close the navigation panel.
      2. Tap More  > Show internal storage.
      3. Swipe right from the left edge of the screen to reopen the navigation panel.
      4. Select Pixel / Pixel XL.
  5. Choose the appropriate folder:
    • To change your phone call ringtone, select the Ringtones folder, then tap Copy.
    • To change your notification ringtone, select the Notifications folder, then tap Copy.
  6. Return to your Home screen, then go to  Settings  > Sound.
    • Tap Phone ringtone to choose your new phone call ringtone.
    • Tap Default notification ringtone to select your new notification ringtone.
      • Based on your phone model,  tap Advanced to access the "Default notification ringtone" option.

Karthik, this doesn't work for many of us. Adding the mp3 to the ringtones folder does not add it to the my sounds category.

Ditto, my ringtone is the same one I've had for years, saved in my Google drive folder I've downloaded it to phone, moved it to the "ringtones" folder but it still remains invisible.
I can see the file in the files app but I can not select it via the phone app.

It seems I can use my ringtone (md ring) for sms  alerts on signal.

Any update on this yet it is quite stupid that we cant simply add our tones like before this is like what you expect from apple not google..
