My Pixel 3's volume settings don't include a slider for "Notifications." All I have is:
  • Media volume
  • Call volume
  • Ring volume
  • Alarm volume

In doing some research online, I know for a fact that "Notification volume" exists in Android on other devices, and I feel like (anecdotally) this is a recent development on my Pixel 3. All my notifications use the same level as the "Media volume" control, which is incredibly obnoxious if I'm listening to music or a podcast in headphones or in my car. Is there really no way to control Notification volume independently from Media? Even if I set my ringer to silent or vibrate, my notifications don't respect that setting. The only way I can silence my notifications is by also silencing all my media.

Has anyone else experienced this?

Yes, that is what was happening precisely. The only way I could silence my notifications was to turn my media volume all the way down. As you can imagine, this was quite a nuisance. I tried restarting my device several times to no avail.

I took your advice, restarted in safe mode and my Pixel 3 behaved as I would expect (notifications did not make an audible sound with media up and ringer down/on vibrate). Then when I restarted back into normal mode, it continued to behave correctly. I'm not exactly certain why toggling in and out of safe mode helped (versus only rebooting in normal mode), but I'm happy to be out of that fiasco.

Safe Mode just disables all downloaded apps. So if an issue that was present goes away when in safe mode, there's a good chance that a downloaded 3rd party app triggered it.
I happy the problem went away, but I'd caution that it might return if the app that triggered the problem is still present on your device. Unfortunately, the only way to determine which app caused the issue is to uninstall one at a time until the problem no longer returns, if it does at all.

You're right; it surfaced again.

I'm thinking this could be an issue with my Bose QC35 II bluetooth headphones. Here are my debugging steps to reproduce the issue:
  1. Disconnect all bluetooth devices and set the Pixel 3 back to a "normal" state by rebooting into safe mode and then reboot back into normal mode. At this point everything is working as expected; notifications are obeying the "Ring" volume.
  2. Connect Bose headphones via bluetooth
  3. Open [Pocket Casts, YouTube, Google Play Music] and start playing media.
  4. When I receive a notification, I hear the notification audibly on my headphones, even if my ringer is set to vibrate or set the phone to DND mode (undesirable).
  5. If I turn off my headphones, I continue to receive audible notifications through the Pixel speakers (also undesirable).
It appears the only way that I can "release" my notification sounds from being tied to the Media volume is by disconnecting my headphones and rebooting the phone. If I keep the headphones connected and reboot the phone, it retains the undesirable scenario.

I tested the following apps: Pocket Casts, Spotify, YouTube, and Google Play Music. Spotify was the only app that did not demonstrate the undesirable behavior.

I tested a couple different bluetooth devices (car media, a different pair of earbuds), and neither of them demonstrated this behavior. I suppose I'll need to take it up with Bose or hope they release some type of firmware update.

Totally agree that it sucks that notifications on my pixel 3 go through the media volume. I often end up with a problem that my Bluetooth is still connected even though it's plugged in charging or in my purse or something and I don't hear text message notifications because they're going to my Bluetooth. Ridiculous. Please fix to make this separate Google!!!
