Trusted Places not working consistently

I have a Pixel and use the Smart Lock > Trusted places feature for my Home address. However, it works inconsistently. It will often remain unlocked when I leave home (being well outside the 80m radius) and sometimes it will not unlock when I return home. If I open Maps, it shows my location correctly. Other apps that use location seem to work correctly. Viewing my timeline in Maps shows the correct time/locations. I typically have Location set to High accuracy, with both Wifi and Bluetooth scanning enabled.

Based on chat with support (via Settings > Support) and suggestions online I have tried:
  • Disabling/enabling location
  • Disabling Wifi and/or Bluetooth scanning
  • Changing location to Battery saving
  • Changing location to Device only
  • Removing/re-adding Home location
  • Clearing cache
  • Uninstalling/disabling other apps with Device administrator privs
  • Adding another unnamed location with the same address as my home
  • Turning off all other smart lock features
Sometimes one of the above fixes the issue, but it always returns.

The most frustrating part of this is that when we could not resolve the issue via support chat, the support person indicated a switch to email communication with higher-level support. That was 4 days ago, and I've yet to receive any email even acknowledging the issue.

So far, the email is asking me to reboot into safe mode, which will likely not be very helpful. I forgot to add above that restarting the device sometimes (temporarily) fixes the issue. So, it will be impossible to tell if the issue goes away in safe mode or if it was simply the reboot. Also, if it is a result of a problem app, it may take a long time to identify.

The next suggestion is to do a factory reset. I will probably skip the above and do a factory reset.

Don't mean to be a bummer, but has anyone ever had trusted places work consistently on Android? I know I haven't.

It worked very well for me on my 5X and 2013 Moto X. It would occasionally be locked at certain places inside my home (I blame that on the building and lie-fi), but it was never unlocked when I was away.
