I want to transfer all Google photos to another account

You can do this (at least) two ways.
Via Google Takeout
Use https://takeout.google.com to create zip files of your photos, download them to a computer, unzip the files, then upload them to a second account for Photos. Benefit: additional copies of files on your computer. Cons: May be time-comsuming depending on number of images.
Via Partner Account on Google Photos
Basically you will do three things: share your library with the other account, accept the invitation for the shared library in the other account, and finally (and most important) SAVE the shared library to the new libary. In the instructions, the other account you are sharing to is mentioned as the partner sharing.
- On your Android phone or tablet, open the Google Photos app

- Sign in with your Google Account.
- Tap your account profile photo or initial

Get started.
- Enter or select an email address of account you want to transfer to. You can only invite someone with a Google Account.
- Select which photos to add to your partner account.
- All photos: You can share all photos.
- Photos of specific people: You can select one or more face groups to share. Photos that match any of the selected face groups will be shared. Learn more about filtering by face groups.
- Only show photos since this day: Any photos whose dates come after the selected date will be shared. Learn more about filtering by date.
- Tap Next.
- If everything looks right, tap Send invitation.
On the account you are transferring to:
Accept a partner sharing invitation
- On your Android phone or tablet, open the Google Photos app
.
- Sign in with the Google Account that was invited.
- Select Sharing
.
- Tap the invitation you want to accept. Then, tap Accept.
Finally, Save your partner's photos. (If you do not save to the photos, they are not added to the library, but simply viewable and searchable. If the other account deletes, they are removed from being shared. So it is important to do this last step of saving to the other account.)
- On your Android phone or tablet, open the Google Photos app
.
- Tap your account profile photo or initial

- Tap Save to your photos to change settings.
- All photos: Any photo in the shared library will be saved.
- Photos of specific people: Select from your face groups. When Google Photos recognizes any of those face groups from your partner’s photos, it’ll save the photos automatically to your Google Photos account.
- Tap Done.
If you didn’t save a photo from your partner’s shared photos, and your partner deletes it from their Photos account, it will also be deleted from partner sharing.
You can decide which of the above workflows work best for you.

Just as a check how can one verify after setting up SHARING that one did select the Save?

- You can see in the settings of Google Photos https://photos.google.com/settings under "Partner sharing". It says either "All photos" or "None" under "Save to your account".
- To verify:
- The photos should appear in the timeline https://photos.google.com/
- When you can "edit" a photo it is saved to your account
