Tried to send a photo as an attachment to a doctor; said the image was too large to send.
Thank you.
Note: Android/ Saved in Google Photos and Verizon Gallery.

Hi Nancy,

Thanks for posting to the forum.

Google Photos makes it easy to share images and bypass any file limits via link sharing.

1. Select your photo(s)
2. Select the sharing < icon
3. Select the "Create link" option
4. Once the link is created, it will copy to the clipboard and then offer to "Share it in an app"
5. Select the email app (generally Gmail, but you may see others) or text app if your doctor prefers that.
6. Address the email to your doctor and send.  He or she will receive an email with a link to the image.

Once your doctor has access they can open the image via the link and download if needed.  Note: anyone with the link can see the image so only share this with someone that you want to see it.

You can always stop sharing the image via the link by:

1. Open Google Photos
2. Select Sharing from the lower menu
3. Locate and select the shared image from the list
4. Select the overflow : menu and select Delete album
5. This will stop sharing, delete the shared album, and remove the shared link. The image remains in your photos stream or archive wherever you've placed it.

But how do you do it if your photos are  on your camera or PC drive rather than in Google Photos?

Because your question is not about Gmail and Google Photos, it can go in all directions. 

But in general on phone, the mailing app will ask to downsize if you have selected too many large files. 
And on PC the mailing app is not that intelligent and you have to do the downsizing yourself before attaching. Look in the Windows store for some tool.

My mobile Samsung 950 and previous S8 dont offer the option to reduce before attaching Google photos to Gmail .
How can I make this reduction option work??

Not before attaching but after sharing to the Gmail-app: if you are over 10 MB (not shown) you will be asked to reduce to 1600px or send them as a link. 
Be aware that by stupid design that downsizing also removes all relevant exif - so the pictures send loose their original dates & times and that can be very uncomfortable for a serious receiver. 
So better to send several mails with 3 pictures each: then they stay fullsize and correctly dated if it are original images from your camera.

I want to attach them to a reply in an email, not start a new one.  When i try to attach even one, it says it is too big.  How do I reduce them to make this work?

Then you are choosing a too large file for mailing, probably over 10 MB ( a movie perhaps?). 
Then you should start on Google Photos, select the file, choose Share and then choose "Create link". 
And then you can paste this link in your reply mail. 
If on computer, press Ctrl+V under your text, 
If on mobile hold your finger under your text for a while and then you can hit Paste. 
No other solution, unless sharing straight from Google Photos to that person.

Resize the photo first using a native photo editor on your phone. It's tedious, but it works.

Before the new.versikn it worked fine with sending videos and photos now I cant do either.

I'm sure I used to be offered to resize photos but I can't see this now on the gmail app on android phone or via the web on mac. Instead I created a collage of the 4 photos I wanted to send. The file size of the collage was a fraction of even just one of the original photos!
