if the deleted video is still in the Google Photos Trash you might be able to restore it as explained in these instructions as Ravinder suggested https://support.google.com/photos/answer/6128867?co=GENIE.Platform%3DAndroid&oco=1
Otherwise it’s not possible to recover videos or photos permanently deleted from the Trash. However, you may install to your Android device a deleted video recovery app (be sure to pick one that doesn't require rooting) https://play.google.com/store/search?q=recover%20deleted%20videos&c=apps and run a scan for anything to recover.
In addition I recommend that you contact the Google Drive support team to see if any deleted files may be recovered. Just open the Google Drive https://support.google.com/drive#topic=14940&contact=1 contact form, select a contact option, and tell them you permanently deleted files in Google Drive and would like to recover them.
