moving photos to another account and saving it to the new account

I accidentally backed up my photos to the wrong google account so I set up partner sharing but I am unsure how to download all the pictures onto the new account so it uses that accounts storage instead. I see that all the pictures are on the new account but it says it took 0 storage so I am worried that if I delete the pictures off the old account it will also delete it off of the new one too. I don't want to save any pictures to my computer though.

It is most likely just a visual glitch and will probably fix itself, unless you notice that there is an actual problem rather then a visual error then I would worry. You're on the right track with partner sharing! Here's how to move your photos to the new account without downloading them to your computer:
1. Use "Save to your account" in the new account:
  • Open photos.google.com on the new account (where you want the photos saved).
  • Click the Settings gear icon in the top right corner.
  • Scroll down to "Partner sharing."
  • Click on your partner's name (the old account).
  • Click on "More Shared library settings."
  • You'll see an option "Save to your library." Here, you can choose:
    • All photos: Saves all photos currently shared from the old account.
    • Photos of specific people: Select specific face groups if you only want certain people's photos.
  • Click "Save" after choosing your selection.
This will make copies of the photos in your new account's storage, using its storage space, not the old account's.
2. Confirmation after Saving:
Once you've saved the photos, give it a little time for the process to complete (especially for a large number of photos). Here's how to confirm:
  • Look at your new account's storage usage. It should reflect the newly saved photos.
  • You can also try deleting a single photo from the old account. If it doesn't disappear from the new account, your copies are saved successfully.
Peace of mind:
By saving the photos to your new account, they become independent of the old account. Deleting them from the old account won't affect the copies in your new account.

"My storage still says 0. Is that a glitch?"

"Please see Share your photos with a partner (Save your partner's photos) under "Save your partner's photos" where it tells you that any photos you save from partner sharing won’t take up storage, unless your partner stops sharing their photos with you, or deletes the original copy. 
However there is currently a bug which prevents the storage being used in your account if the source account is disconnected. This may change any time in the future so if you suddenly see your storage jump it could mean they have fixed it."
