I want to connect my iPhone to computer using USB and download photos to my Google Photos account. The "Upload" option inside Google Photos only allows me to select 1 picture at a time from my iPhone folder. How do I do all photos at once? Thanks!

If you install the Google Photos app on your iPhone, you can turn on the setting called backup and sync (it is turned on by default) and that will automatically upload all photos on your iPhone to your Google Photos account. Is that what you were going for?

Thanks but I wanted to uploads directly to computer from phone using USB. Sometimes uploading using the phone app and Wi-Fi it won't load all photos. And there is no way of forcing the photos that didn't upload to manually through wifi.

To add to Chris, you will need an application to speak between your computer and Google Photos in order to achieve that.
You can do that by downloading the Backup and Sync to your desktop/Mac. In there, there is an option to backup your Photos. You would need a dedicated album on your computer that you would put the photos in and it will back it up.
You can find information about Backup and Sync on the Help Centre.
 
You may be able to bypass adding them to your computer by *Backing up* the Camera folder but I've not tested this and can't honestly promise anything about this.

Thank You Kimmy I will try to do that as I have an old iPhone 5 with 16GB and doesn't have any room for anything! I 'd like to backup to my computer anyway that's why I got a i7 XPS 8930 with a 1TB hard drive for Storage. I there anything I need to do to be sure it goes to the 1TB storage Drive?

Your question does not have anything to do with "Google Photos", but just by connecting your phone with your Dell-desktop computer which has space enough for your whole life. 
Maybe Transfer from iPhone will help. 
If succesfull, you can start to delete the pictures on your iPhone to free-up your phone.

PS: I have no (old) iPhone, so I can't check myself. But I remember from the past that you may see a lot of garbage also. In Windows-10 you have an importer in the Photos-app which also can be usefull, but I can't test either.
