Photos stuck on Partial Upload

I've been on Wifi for three days now and I have photos that haven't uploaded or have partially uploaded. I can see some of them on the website, but they have the partial upload indicator on it. I've even tried to share an album with those photos in it, which gave me the uploading screen, once they finished, I shared the album with myself. The photos are still on partial upload.

What else can I try?

I had the same problem - after having edited photos without having Internet access they would end up in the partially uploaded low-res state. There would be only the low-res version online whereas in the Photos app (ver. 4.17.0.249919200 on Android 9 PKQ1.181121.001) the photos were duplicated - the low res version had an annotation at the top saying something like "partially uploaded", whereas the original version had a circular arrows sign at the top.
What I tried and did NOT help:
- clearing the cache of the Photos app
- clicking on the circular arrows, choosing "cancel upload", and clicking the cloud sign to upload again
- turning sync off and on again
- turning sync off, deleting the partially uploaded picture, pruning it from the bin and turning sync on again

What eventually DID help was following the following procedure on the phone:
1. Selete the low-res duplicate
2. "Cancel upload" with the circular arrows sign on the original photo
3. Edit it and restore color adjustments to original and save
4. Click the cloud sign to upload the picture
5. Wait a couple of minutes (depending on your connection) for the circular arrows to disappear (the picture is online then)
Repeat the above steps (in this order) for each picture.

I really hope this gets fixed as I've spent a lot of time googling for a solution and experimenting myself, worried I'd never be able to properly sync affected pictures.

The fact that you can manually upload them is what I was looking for. At least that works.
I would recommend that you give your app a refresh as it sounds like there is some corrupt data messing with the sync functionality. 
I would try uninstall the app and then reinstall it - ensuring you have the most up to date version from the app store. 
Then try setting up the sync option again:
  1. Open the Google Photos app .
  2. Sign in to your Google Account.
  3. At the top, tap Menu .
  4. Select Settings Settings and then Back up & sync.
  5. Tap "Back up & sync" on or off.
If you see a message asking to allow the app to access your photos:
  1. Open the iOS settings app and then tap Privacy and then Photos.
  2. Turn on Google Photos.

I have the same problem.  I have manually uploaded photos from my phone (Pixel) over wifi to a shared album and I only get the partial upload.  The upload said it completed on the phone, but the shared album only contains partials.  There is no pending action on the phone.  It has been 24 hours since I uploaded the pictures.

When checking back on my phone, there is no cloud icon nor any option to manually re-upload the photo.

 If I can not resolve this, it makes google photos useless to me as I am not attempting to share a tiny 800x599 pixel thumbnail with my contacts.

I have a similar problem.

I am uploading my photos (from a PC) to Google Photos and i am seeing in the detail that the uploaded Photos are "Partial Upload" and i am seeing a lower quality of the photos. 
600×800 px
