I do understand the inconvenience you're facing for not being able to find your albums. Therefore, could you please confirm if you can find out the albums through the web version of Google Photos

If not, I recommend checking the below options to find them:
  • Blogger
  • YouTube
  • Gmail
  • Google+

Yes, I see the albums in the web version of google photo, but they do not show up in the app.

Hi Chip,

Thanks for posting back.

Could you please try uninstalling and reinstalling the Google Photos app to see if it helps? Also, make sure it is currently up to date.

If that doesn't help, I recommend trying these troubleshooting steps in a sequence and see if any help:
  • Do a force restart by holding the home and power buttons at the same time until the Apple boot logoappears.
  • If the application freezes or is not responding, you can force the app to close by holding the powerbutton until the red slider Slide to Power Off appears. Do not  slide the slider. Instead, hold the homebutton for 5 or 6 seconds, and you should be returned to the home screen.
Lastly, you can try the below mentioned steps if all else fails:
  • Go to Settings.
  • Turn on Airplane Mode.
  • Wait a few seconds, and turn it back off.
  • Tap on the Settings icon.
  • Select the General menu. 
  • Scroll to the bottom and tap on Reset.
  • Select Reset Network Settings.
  • The device will take a minute or so to reboot.
