Hi Bruce

When you open an image in Google Photos, the second icon from the left (looks like three lines with slider-type illustration) is the editing icon. The pencil icon previously in Google Photos was replaced by this icon.

I have the same issue. My own photos are not editable anymore but... It depends on the album. I could not find any difference in settings. It's that the most recent ones are blocked. Any clues?

My editing button is missing as well (Samsung Galaxy 8+ Android 9 Pie). The only way I can get it is if I:
1) System > Clear default apps for images
2) Open an image in another app, (not Google Photos)
3) Click "Edit" button in that app
4) choose Google Photos as the editing app

Any time I open an image / photo in Google Photos, the editing button is missing - but if I choose "Edit" from any other photo app and then choose to edit with Google Photos - it works.. Bummer. Must be some work around without a root?

First I just had 3 icons, then I had 5, which included a pen to mark on the photos. I accidentally disabled the app, and when I enabled it again, I was back to 3 icons again. The pen feature disappeared...  :-(

Has this issue been resolved by Google.  I am unable to edit photos and this seems to have been a problem for a long time looking at dates on these posts.
Thanks

it's upsetting that the edit icon is missing now if you want to change your background you have to download extensions apparently! please google should fix this problem and bring back the edit icon i liked my google tab better with the edit icon !

Here's what I've found re: ability to edit
1. You cannot edit a photo in a shared album that was added by someone else. The photo must be yours - (you can save that photo to your library and edit the copy in your library)
2. You cannot edit any photo in a shared album (even if your own) while using a mobile app. You can still edit that photo in the shared album using a computer and the browser version of Google Photos (photos.google.com)
