I just noticed that none of my photos after March 2018 have been backing up to the web version of Google Photos. When I check Google Photos app on my phone, all pictures are there up to this very second. But the web version of Google Photos doesn't show the same photos and hasn't synced up anything from the app version. This is very annoying to not have pictures viewable for the last year. Anyone know why and how it can be fixed?

I do think the other way around: your pictures have not been backupped and thereby they are not visible in your browser. So most likely the phone-app is misleading you. 
You can check in your Google-archive under Autobackup: log-in to https://get.google.com/albumarchive
If the last pictures there are from March 2018 also, the later never have arrived at Google.

Good to hear indeed. 
The Photos-app shows recent pictures in low resolution as long as they are not uploaded ("bakupped"). 
Not clear if you are on Android of iPhone, because on iPhone the app must be open for some time to get updated when having wifi. Android can work in background. 

The separate Cameraroll or Gallery app only shows the pictures that are stored on your phone. 

Read the instructions for making space for new pictures to prevent loss of images not yet backupped.

ok so, I had the same problem and still sort of do but... I shared my drive with another account and saw the online photos.google.com collection.  I then did the opposite and shared my other account with my primary and all my pictures appeared on that one. I haven't changed accounts preferences and on my google apps phone app i only have the one account. It's like the association of the photos has changed to my secondary google account. Not sure how much help this may be. Its still a royal pain but at least now (as i free up space and remove the pics off my phone) I can start breathing again knowing they exist. Next step is.. how do i fix this.

clarity I used the shared libraries section of photos.google.com and the app to share account 1 with account 2 the reference to "drive" is just confusing.

I had the same issue, I thought everything was backed up as I was able to see everything on my android phone in Google Photos. When I had a look on the web version from my PC nothing had been backed up since some time in 2018. I'm not sure why the sync stopped and it was not very clear (or obvious to me at least) that my photos were not being backed up.

There should be a big red warning when you open the app on the phone, very annoyed about this.
