How do you empty the trash bin

Since you don't specify the type of device you are using, I will assume it is a computer.
At https://photos.google.com/u/0/ Look for the Trash icon in the left column (or just click this:
https://photos.google.com/u/0/trash ) then look for "Empty trash" towards the upper righthand corner of the screen and click on the icon.
Remember, once you empty the trash the items are gone forever.
It is always a good idea to store important images in more than one place / tool. My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).
