Can I merge two Google Photos accounts or transfer from an old account to a new one?

I recently changed my name and, because my name was in my email address, I also created a new Google account. Now, the biggest thing tying me to my old account is that that's where all my photos are. Is there a way I can merge my two accounts or transfer my photos from the old one to the new one? I realize I could simply share my photos to my new account, but I'd like my new account to be the 'owner.' Maybe that's not important, though. Any other ideas? Thanks!

However, method C would serve the purpose.

That's quite a complex situation, because if you change the backupsettings in the Google Photos app to your new account, all what is still present on your current Android-phone will get backupped into your new account - but that process can take weeks if many videos are included. And you also may have older photos and videos in your old account which are not present on your current phone: check on photos.google.com in the Chrome-app while being logged-in with your old account (you also can do that on your computer). 
So that is not the right method, so it is better to use the temporary partnersharing method between your accounts: see transfer (method C). 
 
But I have to think about how this all should be done safely on one phone only, because you also need to remove the content on your phone to prevent backupping into your new account. 
 
Please reply that you have read this - else it makes no sense for me to go on.

Thank you. That seems straightforward and like it's just what I'm looking for. I'm not sure why this didn't come up in my initial searches, but I have the solution now!

Good to hear, but that does not solve the very basic problem how to prevent that your old content on phone got re-uploaded into your new account. You can prevent that now by not switching-on the backup to your new account in the Photos-app, but there will come a day that you need to backup new shoots. 
How do you think you are going to manage that problem?
