I run out of storage which is strange as I owned Pixel phones since the very first one was released.
System offers me to lower the quality of already uploaded pictures which I would happily do if only Google was smart enough to downgrade the quality only of those pictures which were NOT taken with Pixel phones.
Would the compression work on Non-Pixel photos only or will it compress all my photos (Pixel taken included)?

That can't be predicted - most likely all will get compressed. But Pixel-photos still come from a medium quality smartphone camera (no professional Canon), so their quality will not degraded very much and their 12 MP will stay 12 MP.
Else you need to download all to your computer via Take-out to keep their original quality files on disc before pressing the Recover storage button.

When you choose to compress pictures that are of original quality, all of the pictures will be compressed. After they have been compressed, any pictures that exceed 12 MP will actually use up your storage.
