Why this issue is happening
You submitted a value for the GTIN [gtin]
attribute that is reserved for bulk sales of this product. These restricted-range GTIN codes start with “9” as the first indicator digit, and are not available for point-of-sale products.
How to fix your issue
If the Google product category [google_product_category]
of your product requires a Global Trade Item Number (GTIN) as a unique product identifier, then you must submit the correct manufacturer-assigned GTIN for individual saleable products. For example, if you use GTIN-14 codes, only use packaging levels (1-8) when you're selling packages containing multiple products. Do not use the bulk level indicator (9).

Fix products one by one directly in Merchant Center
Navigate to Products in Merchant Center, then select the Needs attention tab.
Use the filter icon above the table to find all products affected by your issue.
Click on the title of the product you want to fix, then click Edit product.
Submit the correct manufacturer-assigned GTIN [gtin]
for your product.
Select Save.
Fix multiple products at once
Navigate to Products in Merchant Center, then select the Needs attention tab.
Use the filter icon above the table to find all products affected by your issue.
Select the download icon to download a list (.csv) of all affected products for all issues or this particular issue.
Cross reference the downloaded list with your uploaded product data, and submit the correct manufacturer-assigned GTIN [gtin]
for your product.
Reupload your corrected product data to Merchant Center using your chosen upload method.

After making the requested changes, check that you’ve fixed the issue by making sure it’s no longer listed on the “Needs attention” page.
