Reasons why the issue is happening
The image URL that you provided in your product data doesn’t go to a valid image with an accepted format (JPEG, PNG, WebP, BMP, TIFF or GIF). Products with unsupported image types won’t show in ads or free listings until you update their images.
If this is a new product, it will remain disapproved until Google can process the image. If it is an existing product, Google will revert to the previous image.
How to fix the issue
Add a new image URL to a valid image type for each product affected by this issue.
What if I update the image, but keep the same URL?

Go to Products in Merchant Center, then select the Needs attention tab.
Use the filter icon above the table to find all products affected by your issue.
Click on the title of the product you want to fix, then click Edit product.
Replace your current product image with an image that meets our requirements.
Select Save.
Fix multiple products at once
Go to Products in Merchant Center, then select the Needs attention tab.
Use the filter icon above the table to find all products affected by your issue.
Select the download icon to download a list (.csv) of all affected products for all issues or this particular issue.
Cross reference the downloaded list with your uploaded product data, and make sure that the affected products have image links to updated product images (using the image link [image_link]
attribute).
Reupload your corrected product data to Merchant Center using your chosen upload method.
