I cannot access gmail on Outlook when my Laptop is using my iPhone as a hotspot/WIFI.

I cannot access gmail on Outlook when my Laptop is using my iPhone as a hotspot/WIFI. I continually get prompts to renter my password. I put together the following statements because my issue is so specific. It is only when
I CAN access gmail through Outlook while my laptop is on WIFI but NOT while my laptop is using my phone as a hotspot
I CAN access gmail through a web browser on my iphone with or without WIFI, fine
I CAN access gmail through a web browser while my laptop is connected to WIFI or using my iPhone (as a Hotspot).
 
Current Outlook settings Incoming Server (IMAP): 993 SSL
                                Outgoing Server (SMTP): 465 SSL
I really like using Outlook on my laptop, at home, but It's inconvenient not being able to do it at home using my iPhone as a hotspot.

Hi Alyssa, when your laptop is connected via your phone hotspot, Gmail sees it trying to connect from a different IP address so rejects that connection as suspicious.

You can register the connection by clearing captcha: use your browser to visit https://accounts.google.com/DisplayUnlockCaptcha and sign in with the Gmail username and password.  If necessary (it's usually not), enter the letters in the distorted picture then press Continue. This will allow ten minutes for Outlook to register as an approved connection.  Note that you must use the credentials for the account you are adding to Outlook - if the browser is already signed into another account, you must sign out first. Also, you must trigger Outlook to make the connections within ten minutes of pressing Continue.

A more persistent solution is to enable 2-step verification on your account, which reduces the need for identity challenges.  Current versions of Outlook will authenticate correctly with it.  Older versions of Outlook can use an App Password to authenticate.

Yes, I ended up having to create an App Password to authenticate after all. it was less painful than I thought it would be.  Thank you both so much!
