In the Google Admin console, you can control how users who have a Viewer role download, print, and copy reports. This setting overrides the Disable downloading, printing, and copying for viewers option when managing sharing access for reports.
Set downloading restrictions by following these steps:

Sign in to your Google Admin console.
Sign in using your administrator account (does not end in @gmail.com).

In the Admin console, go to Menu

Additional Google Services
- Select the Features card to expand the configuration options.
- Select Download Controls.
- By default, all users will be able to download, print, and copy any Looker Studio asset. Clear the checkbox to prevent users with a Viewer role from executing these tasks.
