There are two options for reporting inappropriate photos based on the image source.
Panoramio photos:
To report an inappropriate Panoramio photo, you will need a Google or Panoramio account. The Report Inappropriate photo page will not show Panoramio photos. Instead, you will need to report these directly in Panoramio.
To report an image, simply click on the image thumbnail on the Place Page. Under Flag photo, click inappropriate or offensive. If a number of unique users flag a photo, the Panoramio administrator will review the photo and take further action. You can flag a photo only once; repeated clicks are ignored.
Because thousands of Panoramio users participate in community moderation, inappropriate photos are often quickly identified and removed.
Third party photos:
To flag an image for removal, click the Report inappropriate photo link in the Photos section of the business listing. For any given page, you will only be able to report the photos that you see on that page. So, from the business’ Place Page, you will see at most 5 photos to report. On any of the “more photos” pages, you will be able to report inappropriate photos on a page-by-page basis (a maximum of 20 photos per page).
When we get your report, we’ll check whether the image complies with our Terms of Service, and we’ll remove it if necessary.
Alternatively, if you are the business owner and you find a photo that you don’t want on your Place Page, check to see whether it’s in your Google Places for business account. If it is, delete it directly from your Google Places account by clicking Remove underneath the image(s).
If you find a video that you don’t want on your Place Page, first check to see if it’s in your Google Places for business account. If it is, just delete it directly from your Google Places account. If you can’t fix the issue in your Google Places account, go to the Place Page and click the Flag button.
If the video doesn't comply with the YouTube Terms of Use or the YouTube Privacy Notice, click the Flag button on the Place Page. We'll investigate and, when necessary, remove the video from Google Maps.

If your owner-verified business is listed in the wrong categories, edit the listing in your Google Places for business account. If you can’t remove the incorrect category from your Google Places account, use the Report a problem link to tell us about your issue.
If a review that doesn’t belong to your business is appearing on your listing, use the Report a problem link to tell us about your issue. Choose Some photos, reviews, or details belong to a different place.
If you're concerned about a review that was submitted through Google Maps and you want it to be removed, click the Flag as inappropriate link. If the review is found to be in violation of our Google Maps policies, it will be removed. If the reviews are coming from a third-party source, you'll have to contact the third-party source to have the information changed. Once the information is changed on the source site, it’ll be updated on Google soon after.
Use the Report a problem link to report your issue and choose Place is permanently closed. This adds a Placed closed tag to your listing, which will still appear on Google.

Use the Report a problem link to report your issue and choose Place doesn’t exist or is private. Please keep in mind that you should never enter your personal contact information in your business listing since all the information entered in your Google Places account will be displayed on Google.
