Welcome to Google play community! 
Let's try With these steps :
  1. Open your Google Play store. 
  2. Click on your Profile picture. ↗️ 👤
  3. Click on payments and subscriptions 
  4. Click on payment methods. 
  5. Scroll down⬇️ you will get More payment settings. 
  6. 🆑 Click on it you will be redirected to  Google payment Center.Through Your Browser (Use Chrome for better experience.) 
  7. Now you Remove your payment method. 
  8. Add it Again

Hi, I have the same problem too and managed to get it back working by:

Go to Google Play store > click on your icon (top right corner) > Payments and subscription > Payment methods > scroll down to "More payment settings" under the more options > this will then bring you to the payment center webpage > remove your TouchnGo eWallet > go back to your google playstore  and re-add your TnG. 

It worked for me again. Hopefully this helps you
