Judging from reddit, its specifically this game at the moment, so my guess is, the error pertains either to pre-registration, the game is showing as available when it is not, the download server is overwhelmed (other people are apparently able to purchase other apps just fine), or, the game or app in question was uploaded to the server incorrectly and cannot be downloaded
Whichever way it goes, I presume merely waiting a day or so should see the issue resolved.
Especially on something this big.
