Unauthorised payments taken

I need to actually speak to someone at Google regarding multiple fraudulent payments that were charged to my account. In total, there are 32 fraudulent payments that I have been charged for. The total amount of money taken is £598.56! 
I have been going backwards and forwards with this for almost a year. My mobile carrier (O2) take zero responsibility, and told me to contact Google. Trying to sort this online via the Google page is almost impossible. Now I discover that claims can't be more than 4 months old. Can anybody point me in the right direction, please?

*Has any credit been deducted from you account?
*Was the credit deducted from the same device you are using?
*As the terms and services display, the restriction will only be activated in the same device but if you google account has been accessed from a different device than there is no restriction to be applied.
*Also, if your certain that a credit has been deducted you can claim a refund through here Report unauthorized charges

I had a total of £598.56 taken from my account. 24 payments were charged to my O2 account. 8 payments were charged to my PayPal account. The deductions were not made via my personal device.

I have been trying to get this resolved for almost a year. I initially contacted my mobile carrier (O2) but they said that it was the responsibility of Google to resolve it. I have been trying to do this but I have been unsuccessful due to the very difficult process vie the Google page. I have also been online and looked through forums to see if there is any further advice. One of the major issues is that Google asks for a correlation ID for each payment. These are unobtainable. Today I saw a comment on one of the forums that said that the transaction ID for each payment can be entered instead of a correlation ID, as long as it is entered with only letters and number (removing the . and -). I went through the 32 payments and wrote done all of the payment IDs. When entering the info on the Google page I was then presented with a message that said transactions must be less than 4 months old. 
Looking online, it appears that this type of fraudulent activity is quite common. The very disappointing this is that Google do not appear to take much responsibility, and it leaves people like me at a financial loss.

Hello, I have the exact same issue, though with different monetary amounts. I am keen to see how your complaint progresses. In the meantime, I am also raising the matter with my MP, as I am concerned that there is no clear process in place to deal with such fraud, and no one seems willing to help. I believe there should be safeguards in place, such as requiring agreement with your network provider for any such charges. This situation has caused unnecessary stress and wasted time that could be better spent on other things.
