Are you getting pop-up ads no matter what you are doing on your device? If so, Google isn't putting those ads on your phone. You've probably installed a badly behaving app that is doing that to generate revenue.
Take a look at all the free apps you've installed lately. Remove ANY of them that you don't 100% absolutely need. If you're lucky, the problem will go away when you remove the app that's pushing ads.
If not, try a good virus/spyware/adware scanning program. They often keep lists of known bad-actors and will identify their apps.
If you discover which app is doing this, report the app to Google using this process:
That way, Google becomes aware of them and can work on taking them down.
Finally, if all else fails, you may have to do a Factory Data Reset (total erase) on your phone to restore it to its out-of-the-box state. That will erase everything so talk with your phone manufacturer or cell-service provider to see if you can backup anything you don't want to lose. Then, very carefully, ONLY install apps that you need and trust so that you don't put the bad app back on again.
Good luck.
